Going forward with the quest after I find the 3 pieces of the banner and when it's time to create my non-imperial kingdom I can't. Apparently my clan is not independent despite having my own kingdom, so there is no thick on the "Clan Independence" quest requirement. When I talk with Arzagos after having 1) Clan Tier 3, 2) 100/100 Troops, 3) Clan Independence, and 1/1 Settlements (non-Imperial) I do not get the option to create a non-imperial kingdom.
