Tab S4 (even S5) is not listed, so Samsung is not committing (doesn't mean they won't update it, it's just that they don't officially support updates any more). Given the S4 is going to be 4 generations behind soon, I won't be holding my breath for future updates.
Discord recently announced that they'll stop supporting Android 4. You can read the details here. Pretty sure they only stopped updates. Any Android below 5 will stop getting updates so they can focus on getting good updates out faster and easier, since the percentage of users using android ~4 was somewhere around 1.5%.
That being said, you must at least have an Android version 6.0 or higher to be able to download and install Skype.
